Here below are some dates of importance.

"Pray and Fast"

• January 5 - The Vigil of the Epiphany. Exorcised Water. The water is the most important one today. Exorised Salt is can be done too, but the Salt can be also be done on January 6.
  
  
• January 6 - Epiphany of our Lord or the Three Kings' Day. Blessing of Gold, Myrrh, Incense.
  Exorised Salt.
  Baptism of Jesus - Holy water.
  
  
• February 2 - Candlemass or also called Feast of the Presentation. Blessing of Candles.
  It does not have to be bee-wax candles but it is apparently recommended. Paraffin wax and electric candles will not answer to the blessing.
  
  
• August 15 - Assumption of the Blessed Virgin Mary - Blessing of herbs, tea.

• Water can be blessed during the whole year but it is more potent on the day of the Baptism of Jesus.
• Normal olive or any oil can be blessed any time during the year.
• Salt can be blessed anytime during the year but it is, like the water, more powerful one time a year.
• Crucifixes, icons, medals, Rosaries and statues can be blessed anytime during the year.
  
• Myrrh and Incense is only blessed once a year.

Every priest should tell its flock and in advance.

How come, or why, is this not a clear practise by priests or bishops?

The priest ought to address all the fathers in the community, about the items that must be ready to be blessed.

All the fathers and husbands must make sure that your spiritual rescue bag is packed with the items needed.
